repeated to Embassy Shanghai No. 101.

Your telegram No. 54.

Original application received from Fisher for permission to assemble and fly away this 'plane stated (1) it was required for "personal use of Generalissimo"; (2) it would not be equipped

with armament.

United States export license declare same machine

to be fitted with three machine guns.

One condition on which the Secretary of State permits local

assembly of aeroplanes for China is the impossibility of their

being used for effective military purposes: furthermore assembly of passenger aeroplanes for that destination is forbidden. In the circumstances I regret I cannot accede to request without

specific permission of Secretary of State which it is not within

my province to seek.
